Barbara E. Bloom, Ph.D. is a Professor Emerita in the Department of Criminology and Criminal Justice Studies at Sonoma State University.

She received her doctorate in Sociology in 1996 from the University of California, Riverside. She is the Co-Director of the Center for Gender & Justice which seeks to expand gender- and trauma-responsive policies and practices for people who are under criminal justice supervision. Dr. Bloom has directed a range of research projects focused on gender-responsive and trauma-informed interventions and services for justice-involved women, girls and gender-diverse people. For over 30 years, she has provided professional services to federal, state, and local criminal justice agencies including the National Institute of Corrections, the Virginia Department of Corrections, the California Department of Corrections and Rehabilitation, the Hawaii Department of Public Safety, the Alameda County Sheriff’s Office, City and County of San Francisco Adult Probation Department and various community-based organizations throughout the U.S.

Dr. Bloom’s publications include: Why Punish the Children? A Reappraisal of the Children of Incarcerated Mothers in America; Gendered Justice: Addressing Female Offenders; Gender-Responsive Strategies: Research, Practice, and Guiding Principles for Women Offenders; and, Meeting the Needs of Women in California’s County Justice Systems: A Toolkit for Policymakers and Practitioners. She has also authored and co-authored numerous peer-reviewed journal articles, book chapters, and technical reports. Dr. Bloom has presented her research at professional conferences in the U.S., Canada and Europe, including the American Society of Criminology, the Western Society of Criminology, the American Sociological Association, the American Correctional Association, the International Community Corrections Association and Correctional Service of Canada.

Dr. Bloom has served on a range of commissions, including the California Blue Ribbon Commission on Inmate Population Management (Chair of Community Corrections Committee), Senate Concurrent Resolution 33 Commission on Female Inmate and Parolee Issues and the California Department of Corrections and Rehabilitation Expert Panel on Adult Offender and Recidivism Reduction Programming.

Dr. Bloom is a past president of the Western Society of Criminology (WSC) and a recipient of the 2003 WSC Fellow Award for important contributions to the field of criminology. The National Council on Crime & Delinquency chose Dr. Bloom to receive its 2007 Donald Cressey Award which recognizes individuals who have made outstanding academic contributions to criminology, promoting programs that are fair, humane, effective, and economically sound. She is a recipient (with Dr. Barbara Owen and Dr. Stephanie Covington) of the American Probation and Parole Association 2003 University of Cincinnati Award for the publication, Gender Responsive Strategies: Research Practice and Guiding Principles for Women Offenders. She was also honored (with Dr. Barbara Owen) by the American Society of Criminology Division on Women and Crime with the 2006 Saltzman Award and the Western Society of Criminology with the 2014 Meda Chesney-Lind Award for significant contributions to the fields of gender, crime, and justice.
